In
district of Jeram, British had intervened in administration by advising Sultan Muhammad IV to build a post at Pasir Putih. British also appoint a District
Officer to administer Pasir Putih and this situation make Engku Besar Jeram,
Tun Ahmad lost his power, authority and privileges. Because
of this, Engku Besar Jeram was unsatisfied and initiated his follower, Tok
Janggut to resist and dispel British from Pasir Putih. Tok Janggut actually kept
his revenge deep in his heart on British because of his father, Panglima Munas and
his brother, Mat Tahir had been killed on Sultan’s decree.

According this,
Bristish announce the new tax system that burden more to the local residents. According
to the new rules, all the local residents must pay the land tax but if they
failed to do that, they will be fined. They were unsatisfied because hard to
pay the tax according the office was far away and also had a certain time to
pay it. Tok Janggut also went to district office many times but he failed to
pay the tax according to the bad officer’s behavior. The officers were not efficient
in doing job and like to insult the local residents. Then, Engku Besar asked
Tok janggut to hold a campaign for all the residents in Jeram to not pay the
tax. In this campaign, Tok janggut got a help and cooperation from Penghulu
Adam, Haji Said and Che Ishak Merbol.
The external influences like First World War and the Mutiny in
Singapore in 1915 persuade Kelantanese to launch and
evoke towards British Administration. They believe British will be defeated in
the First World War and
the Mutiny. On addition, Kelantanese got news that Indian’s Army won
this war and killed the Europeans. This achievement gave a big effect and made
Kelantanese not respect at all to the Europeans.
